HomeMy WebLinkAboutMINUTES - 07272010 - C.66RECOMMENDATION(S): APPROVE the pre-award of $50,000 in FY 2011/12 Community Development Block Grant (CDBG) funds to the Contra Costa County Public Works Department for the Market Avenue Sidewalk project to allow the project to be started in FY 2010/11. FISCAL IMPACT: No General Fund impact. CDBG funds are provided to the County on a formula basis through the Department of Housing and Urban Development (HUD). CFDA #: 14-218 BACKGROUND: On April 27, 2010, the Board of Supervisors (Board) approved the County's FY 2010/11 Action Plan for the use of CDBG funds. In addition, because the County allocates CDBG funds on a two-year funding cycle, the Board also approved the use of FY 2011/12 CDBG funds in the Public Service, Economic Development, and Infrastructure/Public Facility (IPF) categories contingent on the County receiving its FY 2011/12 CDBG allocation. This project will provide continuous pedestrian access between the residential section of North Richmond and Verde Elementary School to the west and commercial areas to the east. The total cost of the project is approximately $281,000. Public Works staff has revised the project's timeline and now wants to begin the project this fiscal year (Fall of 2010) with completion anticipated in the Spring of 2011. Because this new timeline will require expenditure of CDBG funds allocated to this project during the current fiscal year instead of FY 2011/12 as originally contemplated, a Substantial Amendment to the County's FY 2010/11 Action Plan has to be approved by the Board and submitted to HUD. CDBG program regulations allow the County to "pre-award costs" provided the following requirements are met: BACKGROUND: (CONT'D) The County amends its FY 2010/11 Action Plan. Citizens are advised of the extent to which these pre-award costs will affect future grants; The costs incurred are in compliance with the Environmental Review Procedures; The costs incurred are CDBG eligible expenses; CDBG payment will be made during a time no longer than the next two program years; and The total amount of pre-award costs to be paid during any program year is no more than $300,000. The proposal to pre-award costs for the Market Avenue Sidewalk project meets all of the above criteria. While the County has allocated all of its FY 2010/11 CDBG grant, because some of the housing development projects take a couple of years to complete and therefore spend all of the allocated funds, there are sufficient resources to undertake the Market Avenue Sidewalk project during FY 2010/11 and not negatively impact the progress of other CDBG funded projects.
