APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to enter into a contract with
the City and County of San Francisco, including full indemnification of the City and
County of San Francisco, to pay the County an amount not to exceed $860,000 as part of the
2009 U.S. Department of Homeland Security, Urban Area Security Initiative (UASI) Grant
for homeland security related projects within the County for the period October 1, 2009
through December 30, 2011.
FISCAL IMPACT:
No net County Costs. $860,000; 100% Revenue 2009 Urban Area Security Initiative Grant
from the City and County of San Francisco acting as fiscal agent for the Bay Area Urban
Area Security Initiative. (CFDA#97.008)
BACKGROUND:
The U.S. Department of Homeland Security Urban Area Security Initiative Grant Program
funds address the unique planning, equipment, training, and exercise needs of high threat,
high density urban areas, and assist them in building an enhanced and sustainable capacity

Subject:Interagency Agreement with City & County of San Francisco to receive 09 UASI funds
BACKGROUND: (CONT'D)
prevent, protect against, respond to, and recover from acts of terrorism. California is home
to five of these urban areas and the US Department of Homeland Security designated the
City and County of San Francisco as the fiscal agent for the Bay Area Urban Area Security
Initiative (UASI). The County, as a member of the Bay Area UASI, will receive $860,000 to
further develop interoperable communications and an integrated records management
system linking the County and other UASI partner jurisdictions.
As the fiscal agent for the grant, the City and County of San Francisco has developed a
standard form contract for use with all Bay Area UASI partner agencies requiring full
indemnification of the City and County of San Francisco. The County has agreed to
previous interagency agreements with the City and County of San Francisco, which
contained the same language, to participate in regional homeland security efforts and access
important Federal funding.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Board decide not to approve entering into this agreement, the County will not
receive it's share of the 2009 UASI Grant funds and the interoperable communications and
information sharing projects will need to be either funded through another source or not
performed, resulting in an impact on the larger East Bay Regional Communications System
project.
