Approve and authorize the Health Services Director or his designee (Wendel Brunner,
M.D.) to accept on behalf of the County, award (County #29-259-27), from the California
Department of Public Health, to pay the County, an amount not to exceed $10,000, for the
period from July 1, 2010 through June 30, 2011, for the continuation of the Refugee
Preventive Health Service Program.
FISCAL IMPACT:
Acceptance of this Award will result in a total of $10,000 for FY 2010-2011 from the
California Department of Public Health for the Refugee Preventive Health Services
Program. No County match required.
BACKGROUND:
For years the County has participated in the Refugee Preventive Health Services Program
with the State Department of Health Services, (now known as the California Department of
Public Health). This Program also known as the Limited English Access Program, (LEAP)
provides health assessments to all refugees entering Contra Costa County, including
translation services and

BACKGROUND: (CONT'D)
staff language clinics screening, and testing for communicable diseases and chronic
conditions including hepatitis, tuberculosis, parasites, anemia, and oral health problems in a
linguistically and culturally appropriate environment.
The Health Service Department recently received a notice of award from the California
Department of Public Health, granting the County’s Public Health Department the
maximum amount of $10,000 for the Refugee Preventive Health Services Program, which
will allow continuation of the program during fiscal year 2010-2011.
