HomeMy WebLinkAboutMINUTES - 02051985 - T.5 t !i -77 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 5, 1985 , by the following vote: AYES: Supervisors Schroder , McPeak, Torlakson , Fanden NOES: None ABSENT: Supervisor Powers ABSTAIN: None SUBJECT: Initial Transportation Planning Workshop Chairman N . C . Fanden announced the workshop on Transportation Planning. Supervisor R . I . Schroder , noting the absence of Supervisor Tom Powers , advised that he would defer his comments on the function of the Metropolitan Transportation Commission and the interfacing of that Commission with the various jurisdictions including the County of Contra Costa to a time when a full Board is present . M. Walford , Public Works Director , spoke on the rapid growth in Contra Costa County in the areas of residential and com- mercial development and the increased demand on the County' s infrastructure . A major problem confronting this County is transportation . He spoke on the need to involve all levels of government as well as the private sector in solving transportation problems . Mr . Walford commented on several of the large projects relative to improvements to state highways/interchanges currently under construction. He referred to the work of the Metropolitan Transportation Commission and the Contra Costa Transportation Advisory Committee in planning for future traffic and transit needs . The Public Works Director also referred to procedures the Board had implemented to fund roads at the local level through Assessment Districts , Areas of Benefit , etc . Mr . Walford noted that the County is becoming involved in the concept of traffic system management (TSM) . He recommended that the County employ a TSM Coordinator and/or adopt a TSM ordinance similar to the one adopted by the City of Pleasanton . He pointed out that not only are capital needs a top priority, consideration must also be given to road maintenance . There are more transpor- tation needs identified in Contra Costa County than funding sources available . In conclusion , Mr . Walford indicated that land use planning must be viewed in terms of transportation and transit needs . Transportation planning must also involve the cities , the County, and the private sector working together to seek a viable solution to this growing traffic problem . Board members discussed the feasibility of a fourth bore for the Caldecott Tunnel or the feasibility of constructing another east-west corridor . Mr . Walford advised that he was not aware of any proposal to construct another highway over the Oakland hill , but commented on the feasibility of the fourth bore for the Caldecott since there is increased traffic due to commuters working in Contra Costa compared to a few years ago . In order to better plan for transportation needs in the County, Supervisor Fanden expressed an interest in reviewing docu- mentation relative to the total number of new residential and com- mercial units projected to be built in this County . She referred to traffic eongestian on I-680 as a result of motorists having to stop to pay tolls at the Benicia-Carquinez Bridge and noted this is a problem on all the bridges in the Bay Area . She proposed a one cent gas tax statewide to eliminate the need to collect tolls on all state bridges . C Supervisor Schroder advised that attempts to get legisla- tion to increase state bridge tolrizs. to, even, :dollar, amounts- .failed . He also complimented the Public Works Director and, ,his.'sta-f.fr.on- th'e` work they have done in the area of transportation. Mr .. Schroder referred to a workshop to be held ,by-- the Metropolitan Transp.ortati'on Commission on transportation systems management . Supervisor. ' Schroder commented on the TSM package developed, :by. the ,Commission ' relative to a transit connection program and recommended that the ' Public Works director review the proposal as to the County' s par- ticipation in the program as an employer . Supervisor Fanden recommended that the cities be invited to the next workshop scheduled for February 26, 1985. There being no further discussion, IT IS BY THE BOARD ORDERED that the Public Works Director is REQUESTED to report at the next Transportation Workshop (February 26, 1985) on the proposed number of residential and commercial units to be constructed countywide in order to plan for traffic and transit needs . IT IS FURTHER ORDERED that the Public Works Director is REQUESTED TO review the feasibility of the County participating in the Metropolitan Transportation Commission's transit connection program .
