APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to enter into a contract with
the City and County of San Francisco, including full indemnification of the City and
County of San Francisco, to pay the County an amount not to exceed $150,000 as part of the
2008 Interoperable Emergency Communications Grant for interoperable communications
project planning for the period April 7 through December 30, 2010.
FISCAL IMPACT:
No net County Costs. $150,000; 100% Revenue 2008 Interoperable Emergency
Communications Equipment Grant from the City and County of San Francisco acting as
fiscal agent for the Bay Area Urban Area Security Initiative. (CFDA No. 97.001)
BACKGROUND:
The U.S. Department of Homeland Security Interoperable Emergency Communications
Grant Program provides governance, planning, training and exercise funding to states,
territories, and local and tribal governments to carry out initiatives to improve interoperable
emergency communications, including communications in collective

Subject:Interagency Agreement with San Francisco for Interoperable Emergency Commo Grant Funds
BACKGROUND: (CONT'D)
response to natural disasters, acts of terrorism, and other man-made disasters. If a State
Administrative Agent (SAA) and Statewide Interoperability Coordinator (SWIC) / SCIP
point of contact certify that its state or territory has fulfilled such governance, planning,
training and exercise objectives, the Program provides the flexibility to purchase
interoperable communications equipment with any remaining IECGP funds. The City and
County of San Francisco acting as the fiscal agent for the Bay Area Urban Area Security
Initiative (UASI) received these grant funds. The County, as a member of the Bay Area
UASI, will receive $150,000 to conduct Capitol-Bay Interoperable Communications Project
planning. This planning is vital to ensure proper execution of the larger East Bay Regional
Communications Project.
As the fiscal agent for the grant, the City and County of San Francisco has developed a
standard form contract for use with all Bay Area UASI partner agencies requiring full
indemnification of the City and County of San Francisco. The County has agreed to
previous interagency agreements with the City and County of San Francisco, which
contained the same language, to participate in regional homeland security efforts and access
important Federal funding.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Board decide not to approve entering into this agreement, the County will not
receive its share of the 2008 IECP funds and the Capitol-Bay Interoperable
Communications Project will need to be either funded through another source or not
performed, resulting in an impact on the larger East Bay Regional Communications System
project.
