HomeMy WebLinkAboutMINUTES - 02051985 - T.3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 5, 1985 , by the following vote: AYES: Supervisor Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: Supervisor Powers ABSTAIN: None SUBJECT: Hearing on recommendation of the County Planning _Commission with respect to an amendment to the Pleasant Hill BARTD Station Area Specific Plan in the Pleasant Hill BARTD Station Area. This being the time fixed for hearing on the recommen- dation of the County Planning Commission with respect to an amend- ment to the Pleasant Hill BARTD Station Area Specific Plan in the Pleasant Hill BARTD Station area; and Harvey Bragdon, Assistant Director of Planning, advised that the recommendation of the County Planning Commission is to adopt the text amendment which would permit the transfer of develop- ment rights, floor area ratio (FAR) , between development areas within the Plan boundaries , as contained in the County Planning Commission's Resolution Number 4-1985, Exhibit A attached hereto and by reference incorporated herein; and The Chairwoman opened the public hearing, no one appeared in opposition, and the public hearing was closed; and Supervisor Torlakson recommended that the Board approve the recommendations of the County Planning Commission. ATTESTED: PHIL BATCHELOR,cilfrit of the Board of Supervisors and County Administrator By •qty DENYQ Resolution No..4-1985 RESOLUTION OF THE PLANNING COMMISSION OF THE COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA, INCORPORATING FINDINGS AND RECOMMENDATIONS ON THE PLEASANT HILL BARTD STATION SPECIFIC PLAN AMENDMENT, CONTRA COSTA COUNTY, CALIFORNIA. WHEREAS, pursuant to the provisions of Government Code Section 65450, public hearing was held before the County Planning Commission on December 18, 1984, to consider an amendment to the Pleasant Hill BARTD Station Specific Plan; and WHEREAS, the Contra Costa County Board of Supervisors approved the Pleasant Hill BARTD Station Specific Plan on June 7, 1983, excluding the im- plementation section to allow additional research time on implementation techniques; and WHEREAS, a series of amendments defining and refining implementation procedures have been heard and approved by the Board of Supervisors; and WHEREAS, roadway alignments and transportation systems management tech- niques have been further defined and individual sites have further refined their opportunities and constraints for development; and WHEREAS, the Environmental Impact Report done for the Specific Plan dis- cusses total amounts of traffic generated by total amounts of square footage of office/commercial and residental development and it has been found to be desirable to increase flexibility in the individual site design as it relates to the allowable site square footage without compromising the integrity of the Specific Plan or the Environmental documents; and WHEREAS, these concepts have been developed and reviewed by the County in consultation with representatives of the cities of Pleasant Hill and Wal- nut Creek and the Bay Area Rapid Transit District; and WHEREAS, the procedures of the California Environmental Quality Act and the Contra Costa County guidelines to implement this act have been met and the aforementioned amendment has been adequately covered by the Environmental Impact Report prepared for the Pleasant Hill BARTD Station Area General Plan Amendment and Specific Plan; and WHEREAS, after notice thereof having been lawfully given whereat all persons interested therein might appear and be heard; and D Resolution No. 4-1985 WHEREAS, the County Planning Commission having fully reviewed, considered and evaluated all testimony and evidence submitted in this matter; and NOW, THEREFORE, BE IT RESOLVED that the County Planning Commission recommends to the Board of Supervisors APPROVAL of the proposed changes which allow for the transfer of development intensity subject to the conditions speci- fied on the attached Plan Amendment; and BE IT FURTHER RESOLVED that the County Planning Commission makes the follow- ing findings and recommendations on this matter: 1 . That the Specific Plan Amendment is consistent with and will further the implementation of the Pleasant Hill BARTD Station Area General Plan. 2. That the Specific Plan Amendment will further mitigate some of the impacts enumerated in the Environmental Impact Report with regard to vehicular and pedestrian circulation. 3. That the Specific Plan Amendment with conditions for circulation, access, open space densities, common master planning and provisions for implementation of capital improvements will implement the General Plan and each of its elements and provide for the public safety. BE IT FURTHER RESOLVED that the Planning Commission instructed the Plann- ing Staff to prepare this resolution by the following vote, Tuesday, December 18, 1984: AYES: Commissioners - Aiello, Davis, Accornero, Eeliz, Nimr. NOES: Commissioners - None. ABSENT: Commissioners - Anderson, Best. ABSTAIN: Commissioners - None.
