FISCAL IMPACT: There is no fiscal impact to the General Fund. There is no fiscal impact to the General Fund. The funds for the project will be from Federal/State Grants; Federal Earmarks, and the County Road Fund. BACKGROUND: Public Works entered into a contract in 2008 with Gray-Bowen and Company, Inc. (consultant) to provide on-call technical assistance for transportation corridor projects. BACKGROUND: (CONT'D) Under this on-call contract, the consultant has assisted the County on primarily two projects – the Vasco Road Safety Corridor and Safety projects and the State Route 239 Corridor. The consultant represents the Public Works Department and the Department of Conservation and Development in meetings and project discussions on issues related to the Vasco Road Safety project. The consultant will be assisting the County on developing additional funding sources for the project and assisting in applying for both federal and state grants and programs. Consultant will develop a memorandum of understanding (MOU) for the consideration by the cities of Brentwood and Livermore and Alameda County. The proposed MOU would be oriented toward the identification and implementation of both short and long term strategies to improve the safety and capacity of Vasco Road between Brentwood and Livermore. In addition to their work on the Vasco Road Safety project, the consultant has been providing assistance to the County for the State Route 239 Federal Earmark project. The consultant and County are currently indentifying stakeholders, outreach, establishing multi-jurisdictional partnerships to oversee the process, and technical analysis and consensus building on a range of alternatives and ultimately consensus on a preferred alignment for State Route 239. The next steps for the consultant are to assist the County on the development of an inter-agency institutional structure to serve as a steering group for the project. The consultant will be assisting on developing an advisory committee structure, and will soon work with Caltrans District III and District V offices on setting up the advisory structure and provide options or recommendations. Another task the consultant will be completing on this project will be to assist in the development of a Public Participation Program, which will identify how and when input will be received from community groups and individuals who are not part of the interagency steering group or the Technical Advisory Committee. The Public Participation Program will be subject to approval by the interagency steering group. The Public Participation Program must offer adequate opportunity for all interested parties to participate, including individuals who are not members of any organized interested group or public agency. CONSEQUENCE OF NEGATIVE ACTION: Without approval of the amendment, the consultant would no longer be able to provide assistance to the County on the above projects. This could ultimately impact the ability for the County to access the federal earmark for the State Route 239 project or to obtain either State or Federal monies for the Vasco Road Safety project.
