ACCEPT report from the Public Protection Committee on disproportionate minority contact
in the County's juvenile justice system.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Disproportionate Minority Contact or "DMC" refers to the overrepresentation, as compared
to the general population, of youth of color in the juvenile justice system. The Probation
Department has, through a special grant program, been studying this issue since 2008 and
presented status reports to the Public Protection Committee (PPC) on the DMC initiative in
April 2008, April 2009, and June 2010.
On June 21, 2010, PPC received the attached final DMC report prepared by JPG
Consultants. The report focuses on the establishment of juvenile diversion programs in west

Also attached is a status update from County Probation Officer Lionel Chatman on the
accomplishments of the Enhanced DMC Technical Assistance Project and on the
development of diversion and re-entry services in addition to probation and detention
programs and services.
The County has assisted the Richmond and Bay Point communities by providing seed
money to community-based organizations to develop a referral process and diversion
program curriculum. Once youths are referred to the programs, the Probation Department
will track the participants to determine program completion and recidivism rates.
