HomeMy WebLinkAboutMINUTES - 07132010 - C.155RECOMMENDATION(S): Approve and Authorize the Librarian, or designee, to reduce the open hours at the Rodeo Library on August 1, 2010 through November 30, 2010 from 24 to 12 hours per week. Starting December 1, 2010 increase open hours to 18 hours per week. FISCAL IMPACT: Reduction in salaries and benefits expense of approximately $320 per week for the period of August 1, 2010 through November 30, 2010 (total $5,600) will offset the $5,460 extra open hours expenditure in 2009-10 that was not funded by the Rodeo Municipal Advisory Council (RMAC). BACKGROUND: The Rodeo Library is currently open 24 hours per week. Contra Costa County funds 18 weekly hours of library service and 6 extra open hours have previously been funded by annual grants from the RMAC. The annual cost to fund 6 additional weekly hours in 2009-10 was $16,460. In November 2009, the RMAC approved $10,000 for 6 additional hours for 2009-10 which funded the additional hours from July 1, 2009 through February 6, 2010. An additional $5,460 in funding from RMAC was needed to fund the 6 extra open hours for the balance of 2009-10. Following instructions provided by RMAC on the Rodeo Chamber of Commerce website, the library submitted a request for funding the additional hours for the balance of 2009-10 which was postmarked March 29, 2010. The RMAC website at the time and until June 2010 stated "Applications will be accepted during the months of August - September and February - March. Grant applications must be delivered to the RMAC or postmarked by the last working day of September or March." Despite following the then current procedures, the library learned in May, 2010 that because the grant application was received after February, it will not be considered until the next grant cycle which will be August 31, 2010. As a result, the Rodeo Library was open for 6 extra hours per week for the period of March through June 2010 without addtitional funding to cover the extra open hours. The cost savings associated with reducing Rodeo Library Open Hours from 24 to 12 hours per week for the period of August 1, 2010 through November 30, 2010 will recoup the $5,460 salaries and benefits expense for open hours in 2009-10 that was not covered by the RMAC. Beginning December 1, 2010 the Rodeo Library's open hours will increase from 12 hours per week to the base County funded level of 18 hours per week. Should the RMAC choose to provide funding for extra hours in the future, Library open hours will be increased accordingly.
