HomeMy WebLinkAboutMINUTES - 07132010 - C.149RECOMMENDATION(S): ACCEPT status report for the 30/40 Muir Road Remodel Project, Martinez, for the Department of Conservation and Development (DCD). FISCAL IMPACT: No General Fund money is allocated for the remodeling project. Project costs are paid for by a DCD fund comprised of Land Development fees collected for facility improvements and operations. This DCD fund will also retire the remaining $1.2 million General Fund debt service associated with the 30/40 Muir Road property. BACKGROUND: The project involves the remodeling of two County-owned buildings located at 30/40 Muir Road, Martinez. These buildings have been vacant since October 2008 when the Employment and Human Services Department relocated to leased facilities in Pleasant Hill. The approximate size of the two buildings is 63,000 square feet, of which 30 Muir is 40,600 square feet and 40 Muir is 22,400 square feet. Lango, General Services Director Date:July 13, 2010 Contra Costa County Subject:Accept Status Report for the 30/40 Muir Road Remodel Project, Martinez, for the Department of Conservation and Development (District 2) space that it currently occupies in four locations in Martinez: 37,000 square feet of space in the North Wing and the County Administration Building at 651 Pine Street; 5,000 square feet of leased space at 600 & 610 Main Street; and 7,500 square feet of space at 2530 Arnold Drive (Summit Centre). On December 15, 2009, the Board of Supervisors approved the remodeling project and requested that status reports be provided at six month intervals through the duration of the project. The following information describes the project activities that have taken place since December 2009: BACKGROUND: (CONT'D) Pre-Design • ADA survey, hazardous materials survey, and building code evaluation have been completed. • The Building Program was assessed, reevaluated, and updated by DCD. The Building Program forms the basis for future design decisions such as space planning, environmental considerations, the building exterior, and site work. • In order to enhance project collaboration, reduce risk to the County, and improve upon cost and schedule performance, the design-build (“DB”) project delivery method will be utilized for the project. • As part of the Building Program, LEED™ certification is being evaluated. LEED™ (Leadership in Energy and Environmental Design) is a voluntary green building rating system developed by the US Green Building Council. It is based on existing, proven technology and evaluates environmental performance from a "whole building" perspective. It contains prerequisites and credits in five categories: Sustainable Site Planning, Improving Energy Efficiency, Conserving Materials and Resources, Embracing Indoor Environmental Quality, and Safeguarding Water. There are four rating levels: Certified, Silver, Gold, and Platinum. The performance rating objective for the project is LEED Gold. Architectural Design • DCD contracted with an architectural consultant to assist with development of the architectural schematic design documents. The architectural design includes exterior wall treatment, interior design, and certain design features that came from the Building Program update. • The architectural schematic design documents will be included in the “bridging” documents. The bridging documents form the basis of the Request for Proposals to be issued to the short-listed Design-Build firms. The architectural schematic design documents are also being used as the basis of the mechanical/electrical/plumbing (“MEP”) schematic design. • The architectural schematic design documents were completed on May 25, 2010. Mechanical/Electrical/Plumbing (“MEP”) Design • The General Services Department (“GSD”) has contracted with a consultant to prepare MEP schematic design documents. The MEP design will include replacement, modification, or upgrading of the existing systems as required to serve the interior and exterior architectural schematic design, and to improve overall building efficiency and comfort. • The MEP schematic design documents will be included in the bridging documents and are scheduled to be completed and approved in July 2010. Prequalification • GSD has advertised a Design-Build (“DB”) Request for Qualifications (RFQ). The DB scope of services includes completing the design and the construction documents and constructing the building improvements. • Statements of Qualifications (“SOQ”) will be received from interested DB firms in late-June 2010. • Review of SOQs is scheduled to be completed in July 2010. Bridging/Bid Document • Bridging documents are being prepared. The bridging documents will be used to solicit proposals from the short-listed DB teams. • The bridging documents are scheduled to be completed and approved in August 2010. Schedule and Budget • The project is currently on schedule with DCD occupancy of the building anticipated in December 2011. • The estimated project cost is $15 million.
