HomeMy WebLinkAboutMINUTES - 07132010 - C.142RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board (WDB), to execute a contract amendment with Henkels & McCoy, Inc., effective May 1, 2010, to increase the payment limit by $86,449 to a new payment limit not to exceed $692,669, to provide summer employment services to out-of-school youth with no change to the contract term of October 1, 2009 through June 30, 2010. FISCAL IMPACT: $692,669; No County Costs: 100% Federal Workforce Investment Act Youth Formula funds BACKGROUND: In July of 2008, the Employment and Human Services Department, on behalf of the Workforce Development Board of Contra Costa (WDB) and The Youth Council, awarded contracts under the open bid process for in-school, out-of-school, and follow-up youth services as mandated by the Workforce Investment Act (WIA). The Youth Council and WDB awarded contracts for these services to Henkels and McCoy, Inc. This contract amendment adds additional Youth Formula funds for the 2010 Summer Youth Employment Program (SYEP). The contract in place (10/1/09-6/30/10) is for the provision of regular, year-round WIA formula youth program services to at least 270 out-of-school youth County-wide. This amendment adds funds to provide summer youth employment program services to 400 additional eligible out-of-school youth. (#18-217-3) CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children’s Report Card: 1)”Children Ready for and Succeeding in School”, 2) “Children and Youth Healthy and Preparing for Productive Adulthood”, 3) “Families that are Economically Self-Sufficient”, 4) “Families that are Safe, Stable and Nurturing”, and 5) “Communities that are safe and Provide a High Quality of Life for Children and Families" by training and providing employment opportunities for youth.
