APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute a contract amendment with First Baptist Church of Pittsburg, California to increase
the payment limit by $17,573 to a new payment limit of $1,994,121 for Head Start Delegate
Agency childcare services with no change to term January 1, 2010 through December 31,
2010.
FISCAL IMPACT:
100% Federal funds / CFDA 93.600
No County match.
This program is federally funded by the U.S. Department of Health and Human Services,
Administration for Children and Families. First Baptist Church of Pittsburg is responsible
for the local, non-cash, in-kind match of $498,530.

Subject:2010 Head Start Delegate Agency contract amendment
BACKGROUND:
On September 15, 2009, the Board approved and authorized submission of the 2010 Head
Start Continuation Grant Application to the U.S. Department of Health and Human
Services, Administration for Children and Families (ACF) to continue Head Start program
services to program eligible children and their families for the period January 1 through
December 31, 2010. The board approved the 2009 Head Start Delegate Agency contract
with First Baptist Church of Pittsburg on December 8, 2009.
This amendment passes through to the Delegate Agency the Administration for Children
and Families (ACF) federal cost-of-living adjustment approved by Congress.

CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
