HomeMy WebLinkAboutMINUTES - 07132010 - C.139RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Conservation and Development Department, purchase orders with the companies listed below for the term of July 15, 2010 through December 31, 2012. These agreements will be used to purchase doors, glass, cooking appliances, inusulation, water heaters, and heating and air conditioning systems needed to provide home weatherization services to low-income County residents. Bud and Ray's Appliance in an amount not to exceed $70,515 for the purchase of cooking appliances. R & L Doors in an amount not to exceed $360,000 for the purchase of special order doors Water Heater's Express in an amount not to exceed $523,115 for the purchase and installation of water heaters. Mc Hale Insulation Company in an amount not to exceed $250,000 for the installation of insulation. Jim's Air Systems in an amount not RECOMMENDATION(S): (CONT'D) to exceed $750,000 for the purchase and installation of heating and air conditioning systems. These vendors were selected through a competitive bidding process, working closely with the Purchasing Division of the General Services Department and following the county's established procurement procedures. FISCAL IMPACT: None. All costs will be reimbursed by the State of California Weatherization Program. These costs may be funded in whole or in part by the American Recovery and Reinvestment Act (ARRA) BACKGROUND: The Department of Conservation and Development has partnered with the Employment and Human Services Department for the past twenty years to provide energy saving home improvements to low-income families throughout unincorporated Contra Costa County, as well as the County’s nineteen cities. This funding is provided by State and Federal grant programs including but not limited to the Low Income Home Energy Assistance Program (LIHEAP), the Energy Crisis Intervention Program (ECIP), the Department of Energy (DOE), and the Department of Energy, American Recovery and Reinvestment Act (DOE ARRA). The energy saving measures may provide homes with hot water heaters, furnaces, refrigerators, microwaves, doors, windows, fluorescent light bulbs, weatherstripping, ceiling fans, and attic insulation. Homes receive a blower door test (a diagnostic tool to locate and correct air infiltration), and homes with gas appliances receive a combustion appliance safety test that checks for carbon monoxide gas leakage. Homes with gas appliances are provided with a carbon monoxide alarm. The Weatherization Program has provided services to approximately 330 homes in 2008, and approximately 530 homes in 2009. The anticipation is that with the additional funding being received in 2010 services will be provided to approximately 1000 homes through out Contra Costa County.
