Approve and authorize the Health Services Director, or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract #24–680–21 with Telecare
Corporation, a corporation, in an amount not to exceed $614,000, to provide mental health
gero-psychiatric services and subacute care to severely and persistently mentally ill clients,
for the period from January 1, 2010 through December 31, 2010. This Contract includes a
six-month automatic extension through June 30, 2011, in an amount not to exceed $307,000.
FISCAL IMPACT:
This Contract is funded 100% by Mental Health Realignment. The daily rate at Contractor’s
Morton Bakar Center has increased.
BACKGROUND:
This Contract meets the social needs of County’s population in that it provides
gero-psychiatric services and subacute care for County residents who are severely and
persistently mentally ill (SPMI) at Contractor’s Villa Fairmont Mental Health Center,
Garfield Mental Health Center, Gladman Psychiatric Health Facility, and Morton Bakar
Center. This Contract

BACKGROUND: (CONT'D)
is part of the Department’s cost saving plan to reduce the number of high cost State Hospital
beds by developing alternative placements.
On February 3, 2009, the Board of Supervisors approved Contract #24–680–20 with
Telecare Corporation for the period from January 1, 2009 through December 31, 2009,
which included a six-month automatic extension through June 30, 2010, for the provision of
mental health gero-psychiatric services and subacute care for SPMI clients.
Approval of Novation Contract #24–680–21 will replace the automatic extension under the
prior contract and allow the Contractor to continue providing services through December
31, 2010.
