APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Zero Tolerance for Domestic Violence Initiative, to accept grant funding
from the U. S. Department of Health and Human Services, Administration for Children and
Families, Office of Refugee Resettlement in an amount up to $226,000 for the Rescue and
Restore Victims of Human Trafficking Regional Program for the period April 30, 2010
through April 29, 2011.
FISCAL IMPACT:
County to receive $226,000; 100% Federal. No County match required.
BACKGROUND:
Building on the work of the U. S. Department of Health and Human Services (HHS)
Rescue & Restore Victims of Human Trafficking campaign, which began to establish local
anti-trafficking coalitions, the Office of Refugee Resettlement (ORR), in the Administration
of Children and Families (ACF) within HHS, seeks to continue and expand efforts through
regional grantees

BACKGROUND: (CONT'D)
that will serve as focal points for an intensification of local outreach to and identification of
victims of severe forms of trafficking in persons.
The County proposes to utilize this funding for outreach, identification, support and linkage
to service delivery for victims of human trafficking and for a public awareness campaign.
The cornerstone of the program is the creation of the Contra Costa County Rescue &
Restore Coalition (CCCRRC) dedicated to addressing human trafficking, and modeled on
the highly effective county-wide Zero Tolerance for Domestic Violence Coalition.
The organizations committed to membership in the CCCRRC are: Zero Tolerance (Contra
Costa County Employment and Human Services Department); Community Violence
Solutions; Asian Community Mental Health; Motivating, Inspiring, Supporting Service for
Sexually Exploited Youth (MISSSEY); Richmond Police Department, CCC Homeless
Program; Family and Maternal & Child Health; Bay Area Legal Aid; Child Abuse
Prevention Council; Contra Costa Crisis Center; Community Clinic Consortium;
Employment and Human Services Department Children and Family Services Bureau;
Health Services Department Mental Health Division; Office of the District Attorney; and,
Probation Department.
Together, these agencies and organizations will achieve the following benefits and results:
launch of the Contra Costa County Rescue & Restore Coalition, modeled on and sharing
members with the Zero Tolerance for Domestic Violence Coalition; an increase in
coordination of information on human trafficking victims and cross-border trafficking in the
Bay Area; a minimum of 150 trafficking victims identified and connected to services
annually; a minimum of 25 victims annually referred for certification assistance; a
minimum of 5 Contra Costa County service providers referred to the U. S. Conference of
Catholic Bishops as potential per capita subcontractors for Services to Victims of Human
Trafficking contract(s); a minimum of 5 local service providers receive training and
technical assistance on identifying and meeting the special needs of human trafficking
victims; 4 law enforcement entities receive training on identifying and meeting the special
needs of human trafficking victims; $150,000 per year in financial assistance awarded to
existing County programs that provide direct outreach and services to populations among
which victims of human trafficking may be found; at least 5,000 information leaflets,
posters, brochures and/or other collateral informational documents on the Rescue & Restore
Campaign are distributed annually to the general public to generate awareness about human
trafficking ; a minimum of 5 best practices contributed to the ORR website.
Contra Costa County is at the heart of a well-known human trafficking corridor that extends
from San Jose all the way to Alameda County. The Contra Costa County Rescue & Restore
Coalition, through its collaboration with MISSSEY (Alameda County) and Community
Violence Solutions (CVS--Contra Costa and Marin Counties), is in a unique position to
foster regional cooperation to address the significant regional problem, and to create a best
practices model for anti-trafficking within a county as well as across county borders.
