HomeMy WebLinkAboutMINUTES - 07132010 - C.93RECOMMENDATION(S): APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept a grant from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) for an amount not to exceed $7,547,880 reflecting the potential hiring of 18 Deputy Sheriff positions for County service and 2 Deputy Sheriff positions as requested by the City of Oakley police services contract for the period of October 1, 2010 through September 30, 2013. FISCAL IMPACT: Revenue; $7,547,880 U.S. Department of Justice Community Oriented Policing Hiring Grant (CFDA#16.710). The grant funds 20% of retirement costs; the remaining 80%, or approximately $1.5 million over the three year grant period, will be absorbed in the Sheriff's Office operational budget. The grant requires that the County retain all positions for one-year following conclusion of the grant. This is estimated to cost the County approximately $3 million. No additional general purpose revenue will be allocated to the Sheriff's Office for this requirement. Last fiscal year 109 deputy positions were either frozen or eliminated. From 2002-2010 more than 120 positions were eliminated, including a J-Team, the Sheriff's Crime Prevention Unit, and the police services contract with the City of San Ramon. Additional resources are needed to bolster the patrol program. The 2010 U.S. Department of Justice, Community Oriented Policing Hiring Program Grant (CHP) is a competitive grant program that, if successful, will give the Sheriff's Office the funding necessary to hire up to 18 deputies and give the City of Oakley the funding necessary to hire up to 2 officers. The deputies and officers will need to be retained for the life of the three year grant funding and one additional year as a condition of the grant.
