Approve and authorize the Health Services Director, or his designee (Donna M. Wigand,
LCSW), to execute, on behalf of the County, Amendment Agreements #28-764-6 (State
#07-77307-000, B4, B5, B6, B7, B8, B9) with the State Department of Mental Health,
effective December 31, 2009, for the Mental Health Services Act (MHSA), with no change
in the original term of July 1, 2004 through June 30, 2013, as follows:
1. Amendment Agreement (07-77307-000, B4), to increase the amount payable to County
by $242,725 (for Prevention/Early Intervention Training, Technical Assistance & Capacity
Building), from $52,690,597 to a new total of $52,933,322, for fiscal year ending June 30,
2010;
2. Amendment Agreement (07-77307-000, B5), to increase the amount payable to County
by $5,145,083 (for Prevention and Early Intervention Services) from $52,933,322 to a new
total of $58,078,405, for fiscal year ending June 30, 2010;
3. Amendment Agreement (07-77307-000, B6), to increase the amount payable to County
by $16,284,625 (for Community Services and Supports Services and the Local MHSA

4. Amendment Agreement (07-77307, B7), to increase the amount payable to County by
$5,812,377 (for Community Services and Supports Services, Prevention and Early
Intervention Services, and remaining PEI Training, Technical Assistance and Capacity
Building), from $74,363,030 to a new total of $80,175,407 for fiscal year ending June 30,
2010;
5. Amendment Agreement (07-77307-000, B8), to transfer unspent FY 07/08 Prevention
and Early Intervention funds to the Local Prudent Reserve, resulting in no increase/decrease
in funding; and
6. Amendment Agreement (07-77307-000, B9), to increase the amount payable to County
by $1,454,228 (for Innovation Services for FY 08/09 and FY 09/10), from $80,175,407 to a
new total of $81,629,635 for fiscal year ending June 30, 2010.
FISCAL IMPACT:
Approval of these amendments will result in an increase of $28,939,038 for a new total of
funds in an amount not to exceed $81,629,635 from the California State Department of
Mental Health through June 30, 2013, for the Mental Health Services Act (Proposition 63).
No County match is required.
BACKGROUND:
On April 15, 2008, the Board of Supervisors approved Agreement #28-764-1 (as amended
by Amendment Agreement #28-764-2, #28-764-3, #28-764-4, and #28-764-5, with the
California State Department of Mental Health, to receive funding for the Mental Health
Services Act program (MHSA), for the period from July 1, 2004 through June 30, 2013.
The County programs monitor the progress of serving citizens' mental health needs. The
population to be helped under the MHSA is defined as adults and older adults who have
been diagnosed with or who may have a serious and persistent mental illness, and children
and youth who may have been diagnosed with or who may have serious emotional
disorders, and their families.
Approval of Amendment Agreements #28-764-6 will allow the County to continue to
receive funding for mental health services, including housing support, Workforce Education
and Training, Prevention and Early Intervention services, Innovative services, and services
to children, transition age youth, adults and older adults, through June 30, 2013.
