ADOPT Resolution 2010/382 which authorizes the Director of the Department of
Conservation and Development, or designee, to execute in the name of Contra Costa
County, all documents necessary (including but not limited to applications, agreements,
annual reports and amendments) to secure payments under the Used Oil Payment Program
and implement used oil and filter recycling collection programs in the unincorporated areas.
FISCAL IMPACT:
No impact to the County General Fund.
BACKGROUND:
Funding is available to local jurisdictions from the state to help pay for establishing and
maintaining used oil and filter recycling collection programs within their jurisdictional
boundaries. The Department of Resources Recycling and Recovery (CalRecycle), formerly
known as the California Integrated Waste Management Board, has established the Used Oil
Payment Program (OPP) to make payments to qualifying jurisdictions for implementation of
their used oil programs. Eligible local governments are only required to submit a completed

documentation, including their authorizing resolution prior to the deadline. The funding
amounts available to each jurisdiction are based on their population and have not yet been
determined for FY 2010/2011. The amount allocated is likely to be less than prior years
in general because of the smaller population numbers to be used to calculate the County's
allocation as discussed below.
In previous years, similar funding was available to local jurisdictions through the Used
Oil Block Grant (UOBG) Program that was administered by the CIWMB. The UOBG
funding amount allocated to the County in the prior cycle (FY 2009/2010) to fund used
oil and filter recycling for both unincorporated Contra Costa County and the City of
Oakley was $27,989. In the past, the City of Oakley has partnered with the County and
authorized submission of a regional UOBG application to combine the funding allocated
to each jurisdiction for use by the County to administer used oil collection programs
serving both jurisdictions. The City of Oakley expects to submit their own application
this year in order to obtain funding and administer used oil programs serving their
incorporated area. Therefore, the County will submit an application and administer used
oil and filter programs, using UOPP funding to be awarded for FY 2010/2011, that serve
only the unincorporated County area.
