APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept the
2010 U.S. Department of Justice, Community Oriented Policing Methamphetamine Grant in
an amount not to exceed $200,000 for methamphetamine-related law enforcement activity
for the period October 1, 2010 through September 30, 2013.
FISCAL IMPACT:
No County costs. Revenue; $200,000, 2010 U.S. Department of Justice Community
Oriented Policing Methamphetamine Grant Program funds. (CFDA# 16.710)
BACKGROUND:
Contra Costa County is a large geographic hub traversed by two interstates and a state
highway that have some of the heaviest traffic loads in the state. This networks make it easy
to move products, both legal and illegal, throughout the County and beyond. It is close to
the Central Valley of the state where much of the methamphetamine in the state is produced
and close to the urban ares where methamphetamine is marketed. Recent investigations
indicate that increasingly larger quantities of methamphetamine are becoming available
countywide.

BACKGROUND: (CONT'D)
Current methamphetamine interdiction efforts are funded by a State grant that, due to
unrealized State revenue projections, may not be available in fiscal year 2010/11. This loss
of funding will severely curtail law enforcement efforts currently addressing
methamphetamine activity.
If the application is successful, the 2010 COPS Methamphetamine Grant program will
provide up to $200,000 to enable the Sheriff's Office to continue its methamphetamine
interdiction efforts. These grant funds will, just as with the State grant funds, pay for the
overtime and other expenses related to conducting drug interdiction actions.
