ADOPT Position Adjustment Resolution No. 20791 to reclassify position #8389 and
incumbent, Elba Ruth Arreguin, from Community Health Worker II (VKVB) to Community
Health Worker Specialist (VKTA) at salary level QT5 1103 ($3,184.68-$3,870.99) in
Health Services Department Richmond Health Center/Healthy Start Program.
FISCAL IMPACT:
The total annual cost associated to this action is approximately $3,889.00.
BACKGROUND:
As a result of a classification study conducted in 2000, it was determined that Community
Health Worker IIs assigned to Healthy Start Program be reclassified to the Community
Health Worker Specialist level because incumbents provide more client-centered education
and assessment under supervision of a nurse. Ms. Arreguin is currently performing initial
pre-natal interviews

BACKGROUND: (CONT'D)
to assess and document client's health/medical, psycho-social history and needs;
co-facilitates Centering Group educational monthly trainings in Spanish and English; and
makes appropriate referrals to social services, and/or medical appointments according to
protocols. The incumbent independently conducts initial clients and family assessments,
assists medical personnel to develop social/health care treatment plans; develops Spanish
educational pamphlets and office forms to streamline workflow. She has been performing
the higher level duties since 2002.
Human Resources has reviewed Ms. Arreguin’s application to verify she meets the
minimum qualifications and has confirmed she is performing the higher level duties
assigned to a Community Health Worker Specialist classification.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the incumbent will not be classified and compensated
appropriately.
