ADOPT a position of "Support" for Senate Bill 3412, "The Public Transportation
Preservation Act of 2010" (Dodd, D-CT), and AUTHORIZE the Chair to sign letters
expressing this position to the County's congressional delegation and the bill's author, as
recommended by the Transportation, Water and Infrastructure Committee.
FISCAL IMPACT:
NONE to the County itself. County residents will benefit with passage of the bill, since it
will provide $2 billion in one-time Federal funding to public transit systems for restoring
service or rolling back fare increases.
BACKGROUND:
U.S. Senator Chris Dodd (D-CT) on May 25th introduced S. 3412, the Public Transportation
Preservation Act of 2010. The bill will distribute $2 billion in one-time funding to public
transit systems around the country. The funds will be distributed to the regions using the
same formula used to distribute the American Reinvestment and Recovery Act (ARRA)
funds.

An identical bill, H.R. 5418, has been
BACKGROUND: (CONT'D)
introduced in the House of Representatives by Rep. Mike McMahon (D-NY 13th).
If the legislation passes, the Metropolitan Transportation Commission will be responsible
for distributing the funds to the individual transit systems within the Bay Area. Estimates
are not yet available for how much funding will be distributed to the Contra Costa transit
operators (Tri Delta Transit, County Connection, WestCAT, AC Transit and BART).
The public transit agencies in Contra Costa are supportive of the bill, as is the California
Transit Association. The County Connection Board of Directors has voted to support the
bill and requested Senator Dianne Feinstein and Senator Barbara Boxer sign on as
co-sponsors of the bill.
The Transportation, Water and Infrastructure Committee reviewed the legislation on June
21 and recommended the Board of Supervisors adopt a position of "Support" for S. 3412.
The Board is asked to adopt this position and authorize the Chair to send letters to our
congressional delegation and the bill's authors to express the County's support.
The full text of S. 3412 is included in Exhibit A. The House bill is not attached, as it is
identical to the Senate bill.
Exhibit B is a letter to the bill's author, Senator Dodd, for the Chair's signature.
Exhibit C is a letter to the County's congressional delegation, also for the Chair's
signature.
