HomeMy WebLinkAboutMINUTES - 07132010 - C.07RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a license agreement with CBS Outdoor Group Incorporated effective July 27, 2010, to provide maintenance of bus shelters and to allow CBS Outdoor to advertise on bus shelter facilities in Contra Costa County for a ten (10) year term, Countywide. FISCAL IMPACT: There is no impact to the County General Fund. This project generates revenue that offsets the expenses. BACKGROUND: On May 11, 1993 the Board of Supervisors approved Ordinance 93-30 authorizing advertising on bus shelters in the public right of way. In the ‘90s seventeen (17) sites were authorized to be constructed, but only eleven (11) were built. On April 1, 1996, the first permit was approved which authorized advertising on those eleven (11) newly constructed bus shelters. This license agreement continues to allow advertising on the existing eleven (11) bus shelters, plus adds two (2) more bus shelters. In exchange for allowing CBS Outdoor, Incorporated to advertise on the bus shelters, CBS Outdoor, Incorporated will maintain the bus shelters, pay the County a portion of the advertising revenue and provide free advertising space to County departments to advertise about their programs and/or services. CONSEQUENCE OF NEGATIVE ACTION: Without an agreement for maintenance of the two (2) new bus shelters, a portion of the funding could be lost for the Montalvin Manor Pedestrian & Transportation Access Improvement project. In addition, without approval of this license agreement, the cost of the maintaining the existing eleven (11) bus shelters will fall to the County without any offsetting revenue.
