HomeMy WebLinkAboutMINUTES - 02051985 - 2.6 TO BOARD OF SUPERVISORS FROM: Phil Batchelor, ContraCOSta County Administrator C0 DATE: January 30, 1985 wu SUBJECT: Data Processing Program and Support for Supplemental Property Tax Roll SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION - APPROVE allocation of positions and funding to insure completion of supplemental property tax roll (Phase I) by July 1, 1985, actions are as follows: 1. Add six (6) Programmer II positions, two (2) Program Analyst positions, and one (1) Senior Systems Software Analyst effective February 6 , 1985. 2 . Approve internal appropriation adjustment in the Office of the County Administrator, Data Processing Division to provide necessary funds for the nine (9) positions enumerated for the remainder of fiscal year 1984-1985. FINANCIAL IMPACT If the nine (9) positions are allocated effective February 6 , 1985 the cost to fund these positions for the remainder of fiscal year 1984-1985 will be a net addition of $62, 472 to the Data Processing budget which is offset by an increase in the expenditure transfers to the departments that will receive the service. Funds are already budgeted in the departments for receipt of this service. The nine (9) positions will require $348 , 885 for fiscal year 1985-1986; however, they will continue to work on this project as well as other needed projects in Data Processing wherein funds have been provided in this fiscal year and will be recommended for continuation next year. REASONS FOR RECOMMENDATION The 1984-1985 mid-year budget status report summarizes the supplemental property tax roll problem on page 5. and '.indidates that this office is working on a solution to increase the Data Processing programming support to this function for the remainder of fiscal year 1984-1985. If the new Data Processing system is not operational by July 1, 1985 the needs of the Assessor, Tax Collector-Treasurer, and Auditor-Controller in properly handling supplemental property tax bills will be seriously impaired. BACKGROUND Based upon the actual receipt of revenue from the supplemental property tax roll program, a significant under-realization could be projected. The incomplete supplemental assessment and taxation program and the Land Information System is currently operating in a : parallel mode with the old secured maintenance system. The continued duplication of effort is costing the Assessor ' s Office approximately $120,000 per year in labor and Data Processing charges. Furthermore, the regular assessment process is run on a yearly cycle. If the new system cannot be completed by the end of June 30, 1985, the County will have to continue the currently parallel process until June, 1986 . The plan is to accomplish this work so that $120, 000 per year in labor and Data Processing charges can be saved next fiscal year. Improved efficiency in processing the supplemental property tax roll will also benefit the County in assuring that tax assessments ��are properly and equitably made. CONSEQUENCES OF NEGATIVE ACTION Failure to approve completion of the first phase of the supplemental property tax roll will place the County in a position of having a partially implemented supplemental billing and collection system which cannot handle correction of erroneous assessments . The duplication of effort by running parallel systems will also cost the Assessor' s Office an estimated $120, 000 per year. The system will also provide the legally required new transfer of delinquent supplemental taxes to be merged with regular delinquent taxes in a single declaration of default.
