BACKGROUND:
Contra Costa County receives funds from the Administration for Children and Families
(ACF) to provide Head Start program services to program eligible County residents. The

BACKGROUND: (CONT'D)
Board approved receipt of funds from ACF on September 15, 2009. The Department, in
turn, contracts with a number of community-based organizations to provide a wider
distribution of services. Approval of this contract will allow the provision of Head Start
services to forty-five (45) program eligible children through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
