APPROVE and AUTHORIZE the Interim County Probation Officer, or designee, to execute
a contract with Behavioral Interventions, Inc., in an amount not to exceed $375,000 for
electronic monitoring of certain juvenile offenders for the period July 1, 2010 through June
30, 2011.
FISCAL IMPACT:
$375,000. Contract amount is partially offset by fees assessed to juvenile offenders. Fees
are assessed using a sliding scale; fee recovery is difficult to measure. The funding was
originally generated from savings produced by using Juvenile Electronic Monitoring as an
alternative to Juvenile Hall detention.
BACKGROUND:
In May 2007, the Purchasing Division of the General Services Department completed a bid
process for electronic monitoring services on behalf of the Sheriff’s Office and the
Probation Department. Behavioral Interventions, Inc. provided the best combination of
price, service and equipment resulting in a three-year service contract. This contract would
continue electronic monitoring services for a one-year period.

CONSEQUENCE OF NEGATIVE ACTION:
Without this service the Probation Department would not have an electronic monitoring
system, including equipment and services, to provide this valuable alternative program to
eligible youth who would otherwise be confined in secure detention at Juvenile Hall.
Detention at Juvenile Hall costs approximately five times as much as electronic monitoring.
