APPROVE and AUTHORIZE the Purchasing Agent on behalf of the Department of Child
Support Services, to execute a contract with Aspect Software, in an amount not to exceed
$129,255 for a software maintenance agreement for the period of July 16, 2010 through
July 15, 2011.
FISCAL IMPACT:
The cost of $129,254.19 is budgeted for the 2010/2011 fiscal year by the Department of
Child Support Services (DCSS). DCSS is fully funded by both State and Federal Grants. No
County Costs
BACKGROUND:
The proprietary Aspect system is the only means of telephony communications for the
DCSS, other then cell phones. Operationally, all of DCSS's inbound telephony functions
process through one or many of the integrated components of the Aspect system. Not an
exhaustive list but generally includes analog and digital calls, user profile administration,
IVR menu prompts, call control tables, automatic dialing, reader boards, trunk load
balancing, hardware provisioning,

BACKGROUND: (CONT'D)
software development, and real time and historical reporting. Without Aspect maintenance,
in the event of a system failure, DCSS will not be able to repair or restore its phone system
and/or its integral peripherals. Aspect is the sole provider of maintenance and repair of their
equipment.
CONSEQUENCE OF NEGATIVE ACTION:
Absence of software maintenance would severely affect DCSS in case of a software
breakdown. We would be unable to maintain our telephony communications with the
residents of Contra Costa County and Other Jurisdictions who depend upon this Department
for the administration of State and Federal Mandates of the area of child support.
CHILDREN'S IMPACT STATEMENT:
The children of Contra Costa County and Other Jurisdictions would be impacted to the
degree that we would be unable to communicate via our telephony system with the
Custodial and Non Custodial Parents and Other Jurisdictions for the collection of Child
Support.
