APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with STAND! Against Domestic Violence in an amount not to exceed
$219,275 to provide Promoting Safe and Stable Families Collaborative Program with the
Monument Community Partnership for the period July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
$219,275: 15% Federal Promoting Safe and Stable Families (CFDA 93.556); 15% State
Family Preservation; 70% Federal American Recovery and Reinvestment Act (CFDA
93.714).
BACKGROUND:
This contract establishes STAND! Against Domestic Violence (STAND) as the lead and
fiscal agent for the collaborative project in Central Contra Costa County under the
Promoting Safe and Stable Families Program (PSSF). STAND will partner and collaborate
with the Monument Community Partnership (MCP) to implement a program in the
Monument Corridor Community of Central Contra Costa County that will provide a

comprehensive, collaborative, community-based continuum of services for low-income,
at-risk families, children, and youth.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children ready for and Succeeding
in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
Families that are Economically Self0sufficient"; 4) Families that are Safe, Stable and
Nurturing": and 5) "Communities that are Safe and Provide a High Quality of Life for
Children and Families" by providing woman's support groups to reach non-violence
parenting skills to at-risk clients.
