1. APPROVE a revenue Ground Lease with Ron Scheile for the County-owned property at
1352 Fitzuren Road, Antioch, for a four year term beginning June 1, 2010, and ending May
31, 2014, at an initial rent of $500 per month for approximately 23,760 square feet of vacant
land under the terms and conditions set forth in the revenue Ground Lease.
2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the revenue
Ground Lease.
3. DETERMINE the project is a Class 1(a) Section 15301 Categorical Exemption under the
California Environmental Quality Act (CEQA). (CP#10-12; WLP671).
4. DIRECT the Department of Conservation and Development Director, or designee, to file
a Notice of Exemption with the County Clerk, and DIRECT the Director of General
Services, or designee, to arrange for the payment of the handling fees to the Department of
Conservation and Development and County Clerk for filing of the Notice of Exemption.

Subject:REVENUE GROUND LEASE FOR COUNTY PROPERTY LOCATED AT 1352 FITZUREN ROAD,
ANTIOCH
FISCAL IMPACT:
The County will receive revenue of $36,000 over the four year term of the Lease.
BACKGROUND:
Mr. Scheile currently leases a portion of the County-owned property located on Fitzuren
Road in Antioch, identified as APN 067-342-001, for the storage of vehicles and equipment.
The Contra Costa Transportation Authority (CCTA) is constructing the State Route 4 (East)
Widening – Somersville Road to Route 160 Project, and requires a portion of the parcel
leased to Mr. Scheile for its project. CCTA’s project will require Mr. Scheile’s leased
premises to be reduced, and will require Mr. Scheile to relocate his vehicle storage business
to the west. CCTA is also acquiring a portion of the adjacent County-owned vacant property
identified as APN 067-342-002. The new revenue Ground Lease between Mr. Scheile and
the County will include portions of APN 067-342-001 and APN 067-342-002 totaling
approximately 23,760 square feet. CCTA is paying the expenses related to relocating Mr.
Scheile’s storage business to the new site.
CONSEQUENCE OF NEGATIVE ACTION:
If the revenue Ground Lease is not approved, the County will not receive $36,000 in
revenue and the CCTA project would likely be delayed.
