RE-APPOINT Marvin J. Terrell to the At-Large #1 seat on the Contra Costa County
Planning Commission, for a term expiring on June 30, 2014, as recommended by the
Internal Operations Committee.
FISCAL IMPACT:
No fiscal impact to the County from this appointment.
BACKGROUND:
The Planning Commission was established to 1. Exercise all powers and duties prescribed
by law (statute, ordinance or board order), including consideration of matters referred to it
by the zoning administrator except those powers and duties specifically reserved or
delegated to other divisions of the planning agency; 2.Initiate preparation of general plans,
specific plans, regulations, programs and legislation to implement

the planning power of the county; 3. Be generally responsible for advising the legislative
body of matters relating to planning, which, in the opinion of the commission, should be
studied; 4. Be the advisory agency as designated in Title 9 of this code for the purpose of
passing on subdivisions; 5. Hear and decide all applications or requests for proposed
entitlements estimated to generate one hundred or more peak hour trips unless otherwise
provided by this code or board order; and 6. Hear and make recommendations regarding
proposed development agreements when it is hearing the related project applications being
processed concurrently with the development agreements.
The Commission consists of 7 members, one from each Supervisorial District and 2
At-Large members.
On December 12, 2000, the Board of Supervisors approved a policy on the process for
recruiting applicants for selected advisory bodies of the Board. This policy requires an open
recruitment for all vacancies to At-Large seats appointed by the Board. The Board also
directed that the IOC personally conduct interviews of applicants for At-Large seats on the
Contra Costa County Fire Protection District's Fire Advisory Commission, the County
Planning Commission, and the Board appointees to the County Employees' Retirement Board.
On June 30, 2010, the term for one At-Large County Planning Commissioner will expire.
On behalf of the Internal Operations Committee, staff recruited earlier this year to fill the
pending vacancy. The Committee received four applications and conducted interviews on
June 7. As a result of the competitive process, the Committee recommends re-appointment
of incumbent Marvin J. Terrell to the County Planning Commission.
