Adopted this Order on February 5 , 1985 , by the following vote:
AYES: Commissioners Powers , Schroder , McPeak, Torlakson, Fanden.
NOES: None.
ABSENT: None.

SUBJECT: 1984-1986 Operating Budget for Conventional Housing
Program -
RECOMMENDATION
ADOPT resolutions indicating review and approval of the 1985-1986
Operating Budget for Housing Authority Owned Rental Housing Units
and certifying compliance with Section 207 (a) of the Annual
Contributions Contract.
BACKGROUND
On January 15, 1985 the Board of Supervisors referred to the
Finance Committee for review and recommendation the Housing
Authority' s proposed 1985-1986 Operating Budget for the Conventional
Housing Program. On January 28, 1985 the committee met with the
Housing Authority Executive Director and Fiscal Officer for the
purpose of reviewing the proposed budget. Highlights of the
proposed budget include . the following:
1. The total operating expense for the 1985-1986
budget is estimated at $2, 820 , 71.0 and
represents a reduction of $24, 050 from the
1984-1985 budget amount of $2, 844, 760.
2 . The average rent paid per dwelling unit is
expected to increase from $137 . 49 to $151. 55;
This represents a increase of 10. 2% in
average rent paid by tenants.
3 . The operating subsidy from HUD is expected to
decrease from $722, 388 to $496 , 319 because of
the increase in rental income and other income
to the Housing Authority.
4. A cost of living increase of 4% for all
Housing Authority employees and an additional
3% comparable worth adjustment for female
dominated classes is built into the
1985-1986 budget effective July 1, 1985.
5. The new personnel changes provided in the
budget are as follows:
a. Addition of one unit inspector
assigned to the Concord/Martinez
offices; this position was approved
in the 1984-1985 budget revision.
b. Addition of one Housing Clerk for
Antioch/Oakley office to assist
with administrative workload.
C. Addition of one Maintenance Mechanic
for Antioch/Oakley maintenance
operation.
d. Addition of two temporary Maintenance
Workers for Richmond/Rodeo to provide
maintenance help during the moder-
nization (CIAP) work. )13

e. Addition of one part-time Student
Clerk in Housing Operations
Department.
6 . Initiation of an exterior painting program
that will cost $130 , 000 ($65, 000 from
conventional public housing budget and
$65, 000 from Section 8 reserves) to begin
exterior painting of the four oldest housing
developments.
7. Provision of $85, 500 ($21, 375 from conventional
public housing budget and $64, 125 from Section
8 reserves) for various security services and
special enforcement programs .
The proposed budget adequately reflects the Conventional Housing
Program needs for the next fiscal year. The budget has also been
reviewed and recommended for approval by the Advisory Housing
Commission.

RESOLUTION NO. 3449
ADOPTING OPERATING BUDGET
FOR FISCAL YEAR ENDING MARCH 31, 1986
FOR CONVENTIONAL PROGRAM
WHEREAS, the Department of Housing and Urban Development and the Annual
Contributions Contract between the Housing Authority of the County
of Contra Costa and the Department of Housing and Urban
Development requires that the Housing Authority shall prepare,
adopt and submit to the Department of Housing and Urban
Development for its review and approval an annual budget prepared
in accordance with Performance Funding; and,
WHEREAS, the Staff has prepared and submitted to the Board of Commissioners
for their review and approval a proposed operating budget for the
Conventional Program for the indicated fiscal year:
NOW, THEREFORE, BE IT RESOLVED after review of said budget submission, the
following determinations are made:
a. That proposed expenditures are necessary in the efficient and
economic operation of housing for the purpose of serving low-
income families.
b. That the financial plan is reasonable in that it is prepared
in accordance with Performance Funding.
c. That all proposed charges and expenditures will be consistent
with provisions of law and the Annual Contributions Contract.
The Board of Commissioners hereby adopts and approves the
Operating Budget for its Conventional Program for the indicated
Fiscal Year and authorizes submission of said budget to the
Department of Housing and Urban Development.

RESOLUTION NO. 3450
RESOLUTION CERTIFYING COMPLIANCE
WITH SECTION 207(A) OF
ANNUAL CONTRIBUTIONS CONTRACT
WHEREAS, Section 207(A) of the Annual Contributions Contract„ Part II,
Terms and Conditions requires Reexamination of Income of families
in Occupancy; and,
WHEREAS, the Policy and Procedure Manual, 9.0 as adopted by the Board of
Commissioners of the Housing Authority of the County of Contra
Costa contains the same Terms and Conditions of above Section of
the ACC:
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners certifies
that it is in compliance with the requirements that the Housing
Authority will "At least once a year examine the incomes of fami-
lies living in the projects: Provided that the length of time
between the admission of a family subject to yearly examination
and the first re-examination of such family may be extended to not
more than 18 months if necessary to fit a re-examination schedule
established by the Local Authority. "
