APPROVE and AUTHORIZE the Public Works Director, or designee, to execute an
amendment to the March 23, 2009, contract with Urban Creeks Council (UCC), effective
July 1, 2010, to increase the payment limit by $150,000 from $100,000 to a new total
payment limit amount not to exceed $250,000 to provide on-call environmental assessment
services for various projects, Countywide. (90% Flood Control & Water Conservation
District and 10% Local Road Funds)
FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by 90% Flood
Control & Water Conservation District and 10% Local Road funds.
BACKGROUND:
Effective March 23, 2009, on behalf of the Contra Costa County (County), the Public
Works Department (Department) entered into a three-year Consulting Services Agreement
(CSA) contract with UCC in an amount not to exceed $100,000 for on-call environmental
assessment services

BACKGROUND: (CONT'D)
for various projects throughout the County.
The Department has utilized over 70% of the contract amount in just over one year. The
Department has identified nine additional task orders of work for UCC to perform on
behalf of the County, totaling over $140,000. UCC performs unique and cost effective
environmental mitigation services for the Department.
The attached amended contract, if approved, will allow the Department to conduct these
activities in a timely manner.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, environmental assessments will not be completed in a timely
manner and the necessary mitigation design and installation projects will not be
completed in a manner that complies with regulatory permits, which may jeopardize
and/or delay subsequent issuance of regulatory permits for various projects and may
jeopardize funding.
