FISCAL IMPACT: No net County cost. $194,332, 100% Federal 2009 Homeland Security Grant (federal pass-through); Budgeted. (CFDA #97.067) BACKGROUND: On October 6, 2009 (Item C. 33), the Board of Supervisors approved and authorized the Sheriff-Coroner to accept the 2009 Homeland Security Grant from the State of California Emergency Management Agency (CalEMA). One of the grant projects was to purchase hand-held portable radios for the department and allied police agencies in the County as part of the transition from the 700 MHz to 800MHz bandwidth necessary for interoperability with the East Bay Regional Communications System (EBRCS).
