Approve and authorize the Health Services Director, or his designee (Donna Wigand) to
execute, on behalf of the County, Contract #74–199–9 with Contra Costa Association for
Retarded Citizens, a non-profit corporation, in an amount not to exceed $492,580, to provide
Wrap-Around, Day Treatment, and Mental Health services for high risk, delayed, or
emotionally disturbed children at the Lynn Center, for the period from July 1, 2010 through
June 30, 2011.
FISCAL IMPACT:
This Contract is funded 31% by Federal FFP Medi-Cal, 19% by State Early and Periodic,
Screening, Diagnostic and Treatment (EPSDT), and 50% by Proposition 10.
BACKGROUND:
This Contract meets the social needs of County’s population by providing Wrap-Around
and other mental health services to young children with serious emotional and behavioral
disturbances, and their families, who have not had access to these services previously. This

BACKGROUND: (CONT'D)
intensive mental health support is intended to reduce out of home placements and the need
for restrictive or specialized educational settings in kindergarten.
On August 25, 2009, the Board of Supervisors approved Contract #74–199–7 (as amended
by Contract Amendment Agreement #74–199–8) with Contra Costa Association for
Retarded Citizens for the period from July 1, 2009 through June 30, 2010, for the provision
of wrap-around, day treatment, and mental health services for high risk, delayed, or
emotionally disturbed children at the Lynn Center.
Approval of Contract #74–199–9 will allow the Contractor to continue providing services
through June 30, 2011.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
