Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Contract #74–198–10 with Early Childhood Mental
Health Program, a non-profit corporation, in an amount not to exceed $507,349, to provide
Wrap-Around, Day Treatment, and Mental Health services for high risk, emotionally
disturbed children, for the period from July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
This Contract is funded 31% by Federal Medi-Cal, 20% by State Early and Periodic,
Screening, Diagnostic and Treatment (EPSDT), and 49% by Proposition 10.
BACKGROUND:
This Contract meets the social needs of County’s population by providing mental health
services in West County to keep clients with their families in the community and out of
higher levels of care.
On July 21, 2009, the Board of Supervisors approved Contract #74–198–8 (as amended by
Contract Amendment Agreement #74–198–9)

BACKGROUND: (CONT'D)
with Early Childhood Mental Health Program for the period from July 1, 2009 through June
30, 2010, for the provision of wrap-around, day treatment, and mental health services for
children, birth to six (6) years of age and their families.
Approval of Contract #74–198–10 will allow the Contractor to continue providing services
through June 30, 2011.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and placement at discharge to a lower level of care.
