Approve and authorize the Health Services Director, or his designee (Donna Wigand,
LCSW), to execute, on behalf of the County, Contract #74–185–10 with Windrix
Transcription, Inc., a corporation, in an amount not to exceed $165,000 to provide medical
transcription services, for the period from July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
This Contract is funded 100% by Mental Health Realignment.
BACKGROUND:
This Contract meets the social needs of County’s population by providing expert medical
transcription services necessary to meet the Americans with Disabilities Act
accommodations for County staff with disabilities. Contractor provides medical
transcription services for designated psychiatrists and therapists working in Mental Health
Outpatient Clinics and addresses the problem of illegibility on the part of professionals for
which Contra Costa Mental Health has been criticized in State Department of Health
Services, Medi-Cal audits.

BACKGROUND: (CONT'D)
June 23, 2009, the Board of Supervisors approved Contract #74–185–9 with Windrix
Transcription, Inc. for the period from July 1, 2009 through June 30, 2010, for provision of
medical transcription services for County’s Mental Health Outpatient Clinics.
Approval of Contract #74–185–10 will allow the Contractor to continue providing services
through June 30, 2011.
