Dehaesus '" lra Director of Planning Costa DATE; January 29, 1985 County SUBJECT: General Plan Review Authorization for the Proposed East Contra Costa Sanitary Landfill SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize a General Plan review pursuant to the request of S. and. J. Investment Company (The Garaventa family) which proposes to develop a sanitary landfill on.an approximately 850-acre site (Assessor's parcels 075-110-011 , 013, 015, and 017) located south of the City of Antioch in the area between Somersville Road on the west, Lone Tree Way on the east and Black Diamond Mines Regional Park on the south. BACKGROUND State Law requires solid waste facilities to be designated in local General Plans (re AB3302 and AB3433, 1982) . The County General Plan does not now designate the proposed East County Sanitary Landfill site for use as a waste disposal facility. The Board of Supervisors, on July 10, 1984, in connection with its authorization of a General Plan review for the proposed Kirker Pass landfill , declared its intent to approve other studies for General Plan amendments after the Director of Planning has first determined that such requests meet the County's General Plan Landfill Authorization Review Policy (also adopted on July 10, 1984) . The Policy provides that applicants must provide to the County a comprehensive project description before their projects will be accepted for processing. The project sponsor has prepared a comprehensive project description report and submitted it to the Planning Department as well as to other concerned County offices. This report and previous geo-technical studies indicate that the site may be suitable for a sanitary landfill . It is on this basis that the Board of Supervisors is being requested to authorize the General Plan review. The Planning Department will proceed with a review of the sponsor's report in cooperation with the Public Works Department and the Health Services Department, and may require additional information from the sponsor before accepting the report and finding that the sponsor's application for a General Plan review is complete. The requested General Plan review would explore the policy ramifications of designation, cause the submission of project-level information, provide a draft amendment, and initite a public review process; it would also be expected to cause the preparation of an Environ- mental Impact Report. The EIR would be a prerequisite for a land use permit and an operations permit that would be considered by the County, as well as being used in the consideration of other approvals by other levels of government.
