AUTHORIZE a letter of authorization from the Chair of the Board for the submittal of five
programs to the California State Association of Counties' 2010 Challenge Awards, as
recommended by the County Administrator.
FISCAL IMPACT:
The entry fee is $50 for each submittal. Contra Costa is submitting five programs for
consideration. The entry fee was paid out of the County Administrator Office’s budget.
BACKGROUND:
In May, the California State Association of Counties (CSAC) invited counties to enter their
2010 Challenge Awards competition. The program is intended to recognize the innovative
and creative spirit of county governments, who look to find new and effective ways of
providing programs and services to their constituents. The deadline for entry is a postmark

Subject:2010 CSAC Challenge Awards Entries from Contra Costa County
of June 11, 2010.
Two levels of awards will be presented by CSAC in each category of population: Challenge
Award Trophies and Merit Award Certificates. CSAC will also be presenting special
awards that are open to all population categories for the entry or entries that judges find to
be the most innovative, and have the most potential for replication by other counties.
Challenge Awards will be presented in person in the recipient’s county. Merit Awards will
be mailed in December. All recipients will be notified by mail upon completion of judging
in September. CSAC will publish a Challenge Awards Directory spotlighting all entries
received. It will be distributed at the CSAC Annual Meeting and mailed to all county
supervisors, administrators, department heads and entry contacts.
Award recipients will also be featured on CSAC’s Web site at www.csac.counties.org, and
in the Annual Meeting edition of California Counties magazine. In the event that a
multi-county application is honored, each county will receive an award.
Contra Costa County will submit the following applications for the 2010 CSAC Challenge
Awards:

Probation Department: Youthful Offender Treament Program. The Youthful Offender
Treatment Program is a secure evidence based commitment program providing cognitive
treatment for young men under the jurisdiction of the Juvenile Court.
Cooperative Extension: Cherry Buckskin Disease Early Detection and Prevention.
Contra Costa’s multi-million dollar cherry industry is alive and growing as a result of
Cooperative Extension’s innovation and leadership in preventing Cherry Buckskin disease.
Library: Library Green Zones . The project is a collaboration between the County and the
cities, helping each reach their goal of diverting usable materials from landfills and
providing residents with collections, programs and information vital to protect the
environment and practice green efforts such as home composting, waste reduction and
recycling.
Health Services Department: Contra Costa Health Services H1N1 Flu Vaccination
Campaign. CCHS used partnerships with schools, local health care providers and other
agencies along with innovative social media strategies to conduct a successful H1N1 flu
vaccination campaign.
Health Services Department: System Transformation at Contra Costa Health Services
Regional Medical Center. CCRMC has embarked on a journey of transformation to
improve health outcomes, enhance the patient experience and develop change agents
within our organization.
