ADOPT Resolution No. 2010/309 authorizing the acquisition of a pipeline franchise by
Plains Products Terminals LLC, and approving the release of Shore Terminal LLC’s
Franchise Bond. No. 103485970 in accordance with the County’s Franchise Ordinance
1827.
FISCAL IMPACT:
There is no fiscal impact to the general fund.
BACKGROUND:
This Board on December 26, 1973, granted a pipeline franchise to Urich Oil Company of
California, per Resolution 73/1001. This franchise was granted for a forty (40) year period,
and pursuant to the provisions of County Ordinance No. 1827.
In 1982, Urich Oil Company changed its name to Landsea Terminal Inc., a wholly owned
subsidiary of Urich Oil Company. Landsea Terminals Inc., assigned these assets to Shore
Terminals LLC. On September 30, 2005 Shore Terminal LLC assigned these assets to
Pacific Atlantic Terminals LLC. On November 15, 2006 Pacific Energy Partners L.P., the

BACKGROUND: (CONT'D)
Atlantic Terminals LLC merged with and into Plains All American Pipeline, L.P. On
December 31, 2008 Pacific Atlantic Terminals LLC changed its name to Plains Products
Terminals LLC.
Shore Terminals LLC and Plains Products Terminals have both requested that Plains
Products Terminals LLC is authorized to acquire this pipeline franchise. In addition,
Shore Terminals requested that their Pipeline Franchise Bond No 103485970 be released.
CONSEQUENCE OF NEGATIVE ACTION:
Plains Products Terminals LLC will not acquire the pipeline franchise. The Travelers
Casualty and Surety Company of America Surety Bond No. 103485970 issued to Shore
Terminals LLC will not be released.
