1. APPROVE and AUTHORIZE the fiscal year 2009/2010 Martinez Transfer Station
Mitigation allocation plan in the amount of $4,800.00 for specified projects; and
2. AUTHORIZE the County Administrator or his designee to execute appropriate
documents for execution of agreements necessary to provide services as approved in the
action plan by the Board of Supervisors.
FISCAL IMPACT:
The fiscal year 2009/2010 budget provides funding to support the recommended
allocations. Funds come from fees assessed at the Martinez Transfer Station.

Subject:Martinez Transfer Station Funds
BACKGROUND: (CONT'D)
year 2009/2010 funding for consistency with the service categories approved by the Finance
Committee in fiscal year 2003/2004 for the Keller Canyon Landfill Mitigation Funds. These
are:
A. Youth Services
B. Code Enforcement
C. Community Beautification
D. Public Safety
E. Community Services
The Supervisor has concluded that the following projects totaling $4,800.00 should be
funded as follows:
County Service Area R-10: $1,800
CSA R-10 makes recommendations to the Board of Supervisors regarding the desires of the
community in areas of Rodeo that include the facilities located at Lefty Gomez Sports
Complex. The Community Center building at Lefty Gomez is used for a variety of public
meetings and events. The folding chairs currently used in the Community Center have
deteriorated badly, resulting in concerns for the safety of those who use them. Funding will
be used to purchase 50 new chairs.
Saranap Community Garden: $1,000
This non-profit group, working in conjunction with the Contra Costa Public Works
Department and East Bay MUD, has an established landscaping plan for the beautification
of the Olympic Boulevard Pedestrian Path. Funding will be used to purchase mulch to aid in
weed prevention and reduce water usage.
Crockett Community Service District: $500
The Crockett CSD has recently taken ownership of the historic Veterans Building in
Crockett and its small surrounding park area. The community of Crockett is committed to
the restoration of the building, allowing it to be used by the community and veterans groups.
Funding will be used for necessary landscape maintenance of the property.
Port Costa Conservation Society: $500
The Port Costa Conservation Society continues to improve and restore the historic Port
Costa School. An important project planned for the immediate future is brick repair on the
facade of the building. Recently, some bricks have come loose and fallen from the building,
posing a definite safety hazard. Funding will be used to remove and replace bricks where
the mortar has weathered out.
Rodeo Community YMCA: $500
This organization serves the Bayo Vista/Rodeo community with its Afterschool Program,
Teen Leadership programs, and Adult Computer classes. Funding will be used to support
the year-round Rodeo Community Garden project, which the YMCA uses to teach children
about self-expression, healthy living skills, and community development and involvement.
Martinez Public Library: $500
The Martinez Library Children's Collection supports the community outcome of children
ready for and succeeding in school. Young children need a variety of skills to become
readers and achieve success in school. By providing books in a welcoming environment, the
library can assist parents in helping their children develop early literacy skills. Funding will
be used to purchase books for children ages 0-5 which will be used to promote early literacy
and school readiness through materials that support language and cognitive development,
and to foster listening and comprehension skills in Martinez youth.
