APPROVE and AUTHORIZE the Treasurer-Tax Collector, or designee, to execute a
software license and service contract amendment with N. Harris Computer Corporation in
the amount of $49,600 to include the purchase of the company's Trust/Escrow Module.
(100% revenue offset)
FISCAL IMPACT:
The total cost is $49,600.00 for the upgrade of existing iNovah cashiering installation to
include licensure and modification of its Trust Module. The recurring cost for the module is
an annual support and maintenance fee of $1,100.00. Funding will come from unclaimed
duplicate payments.
BACKGROUND:
For years the Treasurer-Tax Collector has relied on multiple Microsoft Office software
programs for its accounting of several trust funds. The programs have proven to be
cumbersome and difficult to manage, especially as workload demands have increased. As a
result, internal controls have become a concern.

BACKGROUND: (CONT'D)
The Trust Module will provide comprehensive and flexible software that is user-friendly
and cost effective. It will include features that allow for consolidation and auditing of
tasks, which will help to simplify the workflow and reduce the amount of time needed to
reconcile trust accounts to the general ledger. Additionally, relying on one system rather
than multiple programs will eliminate accounting errors.
CONSEQUENCE OF NEGATIVE ACTION:
If this Order is not approved, the Treasurer-Tax Collector’s Office will continue the
laborious practice of maintaining and tracking trust accounts in less efficient manner.
Internal controls will remain a concern since the current software is unable to track and
record all changes that are entered into it.
