APPROVE and AUTHORIZE the Employment & Human Services Department director, or
designee, to APPLY for and ACCEPT funding in an amount not to exceed $5,000 from the
Office of Head Start, Administration for Children and Families, for playground
improvement at a County Head Start childcare site during the term August 9, 2010 through
December 31, 2010.
FISCAL IMPACT:
100% Federal funding / grant
CFDA # 93.600
If awarded, funding will be appropriated into Department's FY 2010-11 budget.
BACKGROUND:
On June 1, 2010 the Department submitted a grant application to the Office of Head Start,
Administration for Children and Families (ACF) Head Start Body Start program to seek
funding for outdoor play space improvement at

BACKGROUND: (CONT'D)
a County Head Start center.
The award may be up to $5,000 for playground construction and/or improvements;
additionally, training and technical assistance from federal staff will be provided, including
on-site consultation from a physical activity expert. The Department has identified the
Brookside Head Start Children's Center in Richmond California as the potential recipient for
this resource.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
