BACKGROUND: The Community Services Bureau of the Employment & Human Services Department was randomly selected to participate in an important study, known as FACES 2009-10 (Family and Child Experiences Survey). It is designed to provide descriptions of the characteristics, experiences, and outcomes for children and families served by Head Start and to observe the relationships among family and program characteristics. The results of this study will provide suggestions for the continuation and improvement of Head Start programs. The longitudinal study began in September 2005 and has continued through Spring 2011 with regular, confidential assessments of randomly selected children and families enrolled in the Head Start program. This board order accepts funding for the 2010 assessment to take place during the period May 3, 2010 through June 30, 2011. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
