ADOPT Position Adjustment Resolution No. 20795 to CANCEL two (2) J9VA Child
Support Assistant positions and one (1) Family Support Payment Distribution Supervisor
#3573 and ADD two (2) SMWF Child Support Specialist I positions and one (1)
Administrative Services Assistant II
FISCAL IMPACT:
The Department of Child Support Services is fully funded by Federal (66%) and State
(34%) grants. This department does not utilize County Funds and thus is a zero cost to the
County General Fund.
This action will result in a net cost savings of $16,088 per fiscal year.
BACKGROUND:
The Department of Child Support Services has found the need to augment its staffing
structure based upon both current and anticipated changes in staffing. The work processes
within child support have been evolving and becoming more complex. Transitioning the

BACKGROUND: (CONT'D)
positions, Child Support Assistant into the higher level positions, Child Support
Specialist would better equip the department to recruit and assign the appropriate level of
staff to handle the higher level work. At the local level, the department no longer
distributes payments and thus with the recent exit of the incumbant Family Support
Payment Distribution Supervisor, the department does not find a need to retain this
position. The department has also recently lost a Clerical Supervisor from its
administration team and anticipates an additional exit, Acccount Clerk Supervisor, within
the next year. The department does not not intend to fill both positions. Instead, the
department would like to create the Administrative Services Assistant II position to
handle the responsibilities of both of the exiting positions. Creating the new position will
grant the department more flexiblility in assigning and expanding these duties.
Combining this duties and assigning them to one FTE will also result in cost savings.
The Child Support Assistant positions and the Family Support Payment Distribution
Supervisor position are all currently vacant and fully funded. Cancellation of these
positions will offset the cost of the creation of the new Child Support Specialist and
Administrative Service Assistant II positions.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Department will have limited ability to correctly assign
work to the appropriate level of staff.
