ADOPT Resolution No. 2010/304 accepting the attached Fiscal Year 2010/2011 Annual
Report for County Service Area
L-100 (CSA L-100) and declaring the intent to levy and collect service charges;
FIX a public hearing on June 22, 2010 at 10:00 a.m., in the Board of Supervisors’
Chambers, Room 107 at 651 Pine Street, Martinez, California, to adopt the proposed annual
service charges, complete public noticing, and authorize the charges be placed on the Fiscal
Year 2010/2011 tax roll.
DIRECT the Clerk of the Board to publish a Notice of Filing of the Annual Report and
fixing of a public hearing date thereon in accordance with Government Code Section
25210.7(a) (Government Code Section 6066) and County Ordinance Code Section
1012-2.608.

Subject:Accepting the Fiscal Year 2010/2011 Annual Report for County Service Area L-100 (Countywide Street
Lighting)
FISCAL IMPACT:
There will be no impact to the County General Fund. The levy of the annual street
lighting charges will provide revenues to be used solely for street lighting operation and
maintenance costs.
BACKGROUND:
The proposed levy of annual street lighting charges benefits all property owners within
County Service Area L-100 by providing street for the operation and maintenance of
street lights in the unincorporated areas of the County. This action provides for the
continuation of existing charges to provide street lighting as provided for in County
Service Area L-100, Government Code Section 25210.1 and following, and in accordance
with Ordinance No.79-42, adopted by the Board of Supervisors on March 27, 1979. This
action does not result in an increase in service charges assessed to parcel owners within
County Service Area L-100.
Exhibit A is the Annual Report as required by the Government Code.
CONSEQUENCE OF NEGATIVE ACTION:
The CSA would be unable to have the Fiscal Year 2010/2011 charges collected by the
County Tax Collector, and street lighting would have to be selectively eliminated
throughout the County to meet decreased funding levels.
