APPROVE the Lynbrook Park Improvements 2010 Project (Bay Point Area) and
AUTHORIZE the Public Works Director, or designee, to advertise the project
[DCD-CP#10-16] Project No.: 7780-6x5409, and
FIND the project is a California Environmental Quality Act (CEQA), Class 2 Categorical
Exemption, pursuant to Section 15302 of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with
the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to the
Department of Conservation and Development for processing, and a $50 fee to the County
Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by Park Dedication

BACKGROUND:
The purpose of this project is to replace and improve existing structures located within
Lynbrook Park. The park is a 4.13 acre central feature of the Bay Point community and
provides multiple recreation activities (basketball, a pedestrian path, a play structure,
baseball backstop and grassy field). Many of the park features have reached the point
where replacement is needed. The work will include regrading of the existing baseball
field to a baseball and soccer playing field, and improving the current irrigation system
by replacing the existing irrigation heads with a style that can reach more of the field
surface than the current irrigation heads. In addition, the existing pedestrian path lighting
will be replaced with energy efficient LED lamps; these replacement lamps will increase
the lighting along the pedestrian path and use less electricity.
In order to minimize damage to any nearby trees, any roots exposed during excavation
will be cut cleanly and tree branches will be trimmed. No tree removal will be necessary.
Real property transactions and utility relocations may be necessary in support of this
project. At least one lane of traffic along Kevin Drive and Virgil Street will be open at all
times during construction activities.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.
