APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with East Bay Community Scholarship Fund dba K to
College, effective June 1, 2010 to increase the payment limit by $910,947 to a new payment
limit of $1,268,807 to provide school supplies necessary to assist low income students in
Contra Costa county to achieve academic success and gain confidence with no change in the
term of January 1, 2010 through September 30, 2010.
FISCAL IMPACT:
100% Federal American Recovery and Reinvestment Act (ARRA) funding.
BACKGROUND:
The School Supply Initiative (SSI) Program will assist low income students by providing
them with grade-appropriate school supplies they desperately need to take full advantage of
their education. SSI uses the Free and Reduced Lunch Program (FRLP) as the threshold for
eligibility into the program as districts are required to provide FRLP to qualifying children

BACKGROUND: (CONT'D)
on the federal poverty level standards and/or SSI will use the standard or verifiably below
200% of the federal poverty level.
This board order will allow the program to serve an increased number of children in Contra
Costa County and expand the school supply kits to include oral hygiene products.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The program will support two of the community outcomes in the Children's Report Card:
(1) "Children Ready for and Succeeding in School" and (2) "Children and Youth Healthy
and Preparing for Productive Adulthood" by assisting low income students to achieve
academic success and gain confidence as well as a sense of empowerment and belonging in
their academic careers.
