P 300 (M.347) 6/82 DRAFT Proposed Salary Range Level # C5-1738 ($2582 - 3139) MATERIALS MANAGER DEFINITION Under administrative direction, to plan, organize and direct a department wide materials management program for the Health Services Department; to manage a centralized shipping, receiving, storekeeping and warehousing program; and to perform other related work as required. DISTINGUISHED CHARACTERISTICS This single position class is distinguished by its specialized responsi- bility for managing the receipt, storage , distribution and inventorying of materials , supplies, parts, equipment and furniture in the Health Services Department. This class is distinguished from Supervising Storekeeper in that the latter reports"to this class and supervises the day to day operation of departmental storerooms and warehouses. Direction to this class is provided by a Financial Controller. TYPICAL TASKS Develops written policies and procedures for the reclsipt, storage, distribution and inventorying of materials, supplies, parts, equipment and 4 furniture; participates in management planning sessions involving major capital equipment purchases, service repair contracts and building modificar tions and leasing; confers with supervisors to assess the quality, effect and durability of products in use and to develop a requirements list of needed equipment, furniture, and supplies; analyzes market conditions by reviewing trade publications and establishes and maintains contacts with suppliers of specialized medical equipment and supplies; reviews catalogsand other source material to compare product specifications, quality, price, delivery dates, ' ' J .1 �.2-� warranties and service contract conditions; assists in developing specifica- tions for product acquisition and helps negotiate supplier selection in cooperation with the County Purchasing Agent; serves as the department's principle liaison with the County Purchasing Agent relative to purchasing and materials management issues; oversees the initiation, monitoring, renewal and cancellation of equipment service contracts; examines inventory records to insure adherence to inventory control procedures and directs the periodic/ annual inventorying of supplies and equipment; assists in the disposal of surplus, obsolete and un-needed equipment and supplies in accordance with standard County procedures; oversees the departmental printing and forms manage- ment programs; supervises the work of others; prepares periodic correspondence and reports. MINIMUM QUALIFICATIONS Education: Possession of a baccalaureate degree from an accredited college or university with a major in business administration, public administration or a closely related field. Experience: Either (1 ) four years of full-time experience, or it's equiva- lent, in an administrative or supervisory capacity within a Health Services 4 Agency or program at least two of which entailed agency-wide materials management responsibilities or, (2) three years of full-time experience, or its equivalent, as a buyer in a central purchasing department performing technical purchasing work. Substitution of Experience for Education: Additional qualifying experience, of either type noted above, may be substituted for the required education on a year for year basis up to a maximum of four years. KNOWLEDGE, SKILLS & ABILITIES Good knowledge of the various kinds, grades, use and storage characteristics . r of medical supplies and equipment; good knowledge of the principles of large volume purchases for health care organizations; knowledge of the organization and functions of acute care hospital departments; knowledge of the sources of supply, marketing practices, pricing methods and cost differentials encountered in managing material ; knowledge of inventory control methods; knowledge of health care administration and the principles of supervision; knowledge of governmental budgeting and financial accounting systems; ability to plan, organize and direct a comprehensive materials management program; ability to set goals and objectives, adhere to priorities and timelines, and communicate the status of projects; ability to gather, tabulate and analyze data; ability to interpret and apply rules and regulations; ability to negotiate the resolution of satisfactory solu- tions to problems; ability to maintain accurate and systematic records; ability to work effectively with others; ability to write clear and concise reports.
