APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to issue Request for Proposal (RFP 1115) for California Work Opportunity and
Responsibility to Kids (CalWORKs) Welfare-to-Work Work Experience (WEX) Program in
an amount not to exceed $400,000 for services to develop, implement and monitor
countywide unpaid work experience opportunities for participants in the Contra Costa
County CalWORKs Welfare-to-Work Program from October 1, 2010 through June 30,
2011.
FISCAL IMPACT:
$400,000: 100% Federal Welfare-to-Work Funding (93.558-012)
BACKGROUND:
The Work Experience (WEX) program is funded by CalWORKs Welfare to Work (WTW)
which is a federally mandated program designed to move welfare recipients into the
workforce and towards family self-sufficiency.
Work Experience activities are an integral part of the CalWORKs WTW Program and are

BACKGROUND: (CONT'D)
help participants with limited work experience, sporadic employment history or limited
marketable skills to practice and upgrade their job skills in a non-paid work position under
close supervision, thereby enhancing employability for unsubsidized employment.
The Workforce Services Bureau administers a variety of programs and services for
CalWORKs recipients providing assistance with employment and vocational training. These
services include job readiness, occupational assessment, employment preparation
workshops, resume writing, access to job listings, career exploration, and labor market
information, job search, Workforce Investment Act funded occupational training, support
for child care and work related expenses, job placement and post employment follow-up
services, placement into unsubsidized employment and retention services.
By subcontracting the WEX Component of the CalWORKs WTW Program, the Workforce
Bureau seeks to expand and diversify the WEX slots as well as serve hard to employ
CalWORKs WTW participants including limited and non-English speaking participants and
CalWORKs participants with limited work history.
Projects must be consistent with Employment and Human Services (EHSD) requirements to
develop innovative approaches to enhance the County’s ability to move CalWORKS WTW
participants in to employment and self sufficiency.

The contract(s) award from this Request for Proposal (RFP) will support all five of the
community outcomes established in the Children’s Report Card, 1) “Children Ready for
Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive
Adulthood”; 3) “Families that are Economically Self Sufficient”; 4)”Families that are Safe,
Stable and Nurturing”’ and, 5) Communities that are safe and Provide a High Quality of
Life for Children and Families” by moving welfare recipients into the workforce and toward
family self sufficiency and economic independence.
