APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute a contract amendment with the California Department of Community Services and
Development, to increase the payment limit by $342,961 for a new payment limit not to
exceed $672,472 for Community Services Block Grant programs with no change to the term
January 1, 2010 through December 31, 2010.

Subject:2010 Community Services Block Grant (CSBG) revenue contract, amend 3
BACKGROUND:
The Board approved receipt of funds from California Department of Community Services
and Development for Community Services Block Grant (CSBG) programs on January 19,
2010. The initial award for the 2010 program year was a partial allocation based on the
partial grant award received by the State at that time. Upon resolution of the federal grant
award to the State, the remaining allocation to California Community Action Agencies was
to be distributed. The Board accepted an additional CSBG allocation from the State on
March 23, 2010, for a new total payment limit of $329,511.
The Board approved a second amendment to the CSBG contract on April 27, 2010 to accept
the State's revised Funding Terms & Conditions regarding the 25% advance payment option
for CSBG funding. This third amendment is to execute a contract amendment to accept
another allocation from the State for CSBG services as the State recieves its third quarter
grant award from the Department of Health and Human Services.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
