FISCAL IMPACT: $9,144 annually; $4,572 in fiscal year 2009/10. Increased personnel costs will be borne by the department's operational budget. BACKGROUND: Over the past ten years there evolved a number of approaches to building and supporting our department's information technology network. Early on, a single network administrator was supported by either personnel from DOIT or contracted support from an independent contractor. More recently, the Office, at various times, has had 1.5 FTE positions dedicated to information technology support. Other Justice departments in the County, including those of comparable size, minimally have two information technology positions assigned. The Public Defender's Office is requesting the reclassification of our sole information technology position to reflect the volume and complexity of work currently assigned to the incumbent. This request is in lieu of hiring additional personnel in the information technology ranks within our department, which would ultimately result in a significant increase in costs to the County via the Department's budget. The proposed reclassification would result in increased costs of $9,144 annually and will be absorbed in the Public Defender budget. As is the new process with reclassification requests, the CAO budget staff has been consulted and it was determined that the increased workload and responsibility cannot be redistributed to other staff in the department since there is only one IT position. Prior to the implementation of these new procedures, a freeze exemption was approved for this action in July, 2009 and a letter of support was issued by the Chief Information Officer at that time. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved the incumbent will be inappropriately classified for the duties that he is responsible for performing.
